I have a 2001 HotDog, I measured from the center of the bottom bracket to the center of the top tube/seat tube intersection, and it is approximately 20". Would that make it a 52cm frame?

Your 2001 Hot Dog goes back before the days of compact geometry, so the center to top measurement of the top tube matches the frame size.
