I have a 2002 Rockhound with some rust/finish issues on the top of the top tube. Along the top of the tube, underneath the cables, I have some chipping occuring, I think it is from the cables slapping on the tube, and in a few areas, there is some surface rust, with one spot being somewhat deeper than the others. I believe that sweat maybe contributing to this problem.

What would be the best way for me to address this problem, including repair & ways that I may protect this area from additional problems.

Sending your frame to Waterford for a full refinish would be the best option, I think that they offer a reduced price during the off-season.

A repaint will be the ultimate fix, then using the little rubber cable donuts will keep the cables from bouncing off the paint.
